SUBJECT: Consider adoption of a resolution initiating an application to the Local Agency Formation Commission for the formation of the Herlong Recreation and Park District, pursuant to the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000, Government Code sections 56000-57550.

ACTION REQUESTED: 1) Conduct a public hearing regarding the proposed district formation; and 2) adopt a resolution initiating an application to the Lassen County Local Agency Formation Commission (LAFCo) for the formation of the Herlong Recreation and Park District; and 3) approve and adopt the Proposed Plan for Services (Exhibit 2) and the Five (5) Year Financial Plan (Exhibit 3).
